What the registry actually shows

This is not an impression — it is a tally of the real corpus. Three patterns stand out: output is heavily STEM and heavily concentrated in a few universities, the postgraduate research pipeline is still forming, and nearly all organised research runs on external donor funding. Each is an opening for a deliberate national agenda.

Concentration

The top four HEIs — RUPP (276), NUM (112), ACLEDA (66), NUBB (62) — account for roughly two-thirds of all recorded output. Most provincial and specialised HEIs record little or none.

Funding dependence

Named funders are almost entirely external — Erasmus+ CBHE, UNDP, ACIAR, UNICEF, World Bank / IDA. Almost no domestically-financed competitive research appears in the record.

Thin pipeline

Only 42 thesis topics are registered against 266 students, and just 4 are defended (32 still "Proposed"). The postgraduate research engine is real but embryonic.

Strength cluster

A deep, genuine specialism in education & teacher development (instructional models, school leadership, PLCs) and in Mekong–Tonle Sap water, rice & agriculture. Build on these, don't dilute them.
