1. Eligibility and accounts

• Registration is intended for students, lecturers, researchers and staff of higher education institutions and affiliated bodies in Cambodia.
• Each person may hold only one account. You are responsible for keeping your login credentials confidential and for all activity carried out under your account.
• Accounts are created only after review and approval by an authorised administrator. Submitting a request does not by itself guarantee approval.

2. Accuracy of information

• You declare that the information you provide is true, accurate, current and complete to the best of your knowledge.
• Providing false, misleading or incomplete information may result in your request being rejected, or your account being suspended or removed.
• You agree to keep your information up to date and to correct it when it changes.

3. Personal data and privacy

• PRMIS collects personal data — such as your name, contact details, national identification number, ORCID, institutional affiliation and academic records — for the purpose of administering and monitoring postgraduate education and research across Cambodia’s higher education system.
• Your data is processed by MoEYS and made available to authorised administrators at your institution and at the ministry on a need-to-know basis. It is not sold, and is not disclosed to third parties except where required by law or necessary to provide the service.
• Reasonable technical and organisational measures are taken to protect your data. It is retained for as long as necessary for these purposes, or as required by law.

4. Acceptable use

• You agree to use PRMIS only for its intended, lawful purposes.
• You will not misuse or disrupt the system, nor attempt to gain unauthorised access to it or to other users’ data.
• Content you enter must be accurate and must not infringe the rights of any other person.

5. Service availability and changes

• The service is provided on an “as is” and “as available” basis.
• MoEYS may modify, suspend or discontinue any part of PRMIS, and may update these Terms, at any time. Where practical, material changes will be noted by an updated version.
• Continuing to use PRMIS after the Terms change means you accept the updated Terms.
